Actually now that I think of it a chain migration is exactly what we need. We can burn the stolen funds that way.
I totally agree! We must cut off the initial premine or BCT will never be attractive for miners and investors.I think a hard fork is the only way to do it.

suggest this:
1. Claim period (how long?) ... posting address with amount ... then a snapshot
2. bonus mining 'reboot' period on hardfork say 50k BCT for 90days
3. 5-10-20-50 year sustainable mining schedule (a flat rate of production maybe the best/simplest)
4. The biggest bag holders help create a re-development fund (mostly for dev and website) /they hold the keys
5. last but most importantly :: REBRAND discovery of market niche(s)
