I don't think you can use an email address for skype username. Even if you were not going to file a scam chargeback report (which you are) the seller is going to lose out because paypal charges ~3% for receiving money so you are in effect trying to buy bitcoin at a discount via paypal. He has 15.95 $ for 15$ bitcoins. Maybe he's including fees ?
I am myself new to using Bitcoin, and I'd be upset if someone told me I tried to scam the very first days. Give him the benefice of the doubt? Every PayPal buyer isn't systematically going to chargeback.
Edit : what's the point of giving a Skype if it doesn't work ? There will most likely be no trader adding him and therefore no trade. I'm pretty positive one can use mail to find another user on skype
