That low? How? Now is there 57BTC - thats 20M coins - total amount of VDO is 20M ... so NO - this order cant ever be filled...but yes, sure it can get that low...

Everything is possible in Crypto but i wouldn't bet on it. As you said noone wants to sell that low so 400 is my best guess.
