I don't know, if you get some well used dollar bills, they might be absorbent enough to take up a good bit of a solution of the "usual suspect"  nitrate compounds. Then you can dry them out, pack a briefcase full of them and get blown up on the way to the target of choice when someone trips over it on the bus.
