Such fixed length length, multi-year contracts are a sure sign of a scam. Miners become unprofitable far quicker than than. You'd be lucky if they lasted a year. Let's say I bought enough hash rate to own a whole miner. Let's say that miner becomes unprofitable after 1 year. What you are essentially saying is that you will give me a new miner every year free of charge which is clearly an unsustainable business practice.

Mining doesn't work like that. That's simply an admission that the payments won't come from mining. In that case, where are they from then?

The only way you can have no maintenance fees is by having no mining hardware. You can take those fees out of the mining income or you tack them on to the initial cost of the contract.
