Getting to the point now where the location on the network factors into it since the propagation times between nodes seems to impact it.

Not really. Those timers are blockchain timers. That's a problem with his script.

I have been monitoring the address myself and it looks like the times vary depending on which blockchain IPN service he is using.. Some provide their times, which differ from blockchain's as the propagation is different. I suspect it's tied to the IPN service OP is using.
