you can send transcation without fee but it will be take much time to confirm the transcation and thats why its neccessary to include a fee to confirm the transcation first
i think u can send that much but not sure.
somebody on this forum tested on this with lesser fees
he send 5$ worth btc with very low fees
after 70 blocks solved payment unconfirmed and after tries it conformed
