Can you send from one prepaid card to one of these vcc's?
Not possible.
I'm already dealing with that case. I think the bank made a mistake since the card wasn't used with virtual currency neither in forbidden countries. I'm going soon to personally visit bank's headquarters and act on Aesty's behalf. I always help my customers and provide full support.

I've visited the bank to deal with Aesty's case on his behalf.
I successfully requested for withdrawal of all funds. Unfortunately it takes ~20 days before they give the money back. It's their standard security measurement.
Another good news for Aesty is that I didn't want him to expose to wait for such period of time. I care about my customers and I decided to return his deposit with own money - I'll later get it back from the bank when they will complete this case.
