I am sorry but you are a moron... He stole several millions, he doesn't cost him much to keep his broken website only... (a couple 100usd, would probably allow him to keep is site online forever...)
So why would he bring the site back up if he doesnt intend to pay people? I mean he's not selling anything atm, so what's in it for him if he's intending to scam? He would have been better off not bringing the site back online IMO.
