Sometime after February 2015 could mean infinity. 
Last year people were saying that we'll switch to the new one in January. Now it's AFTER February. Somehow I feel in March we'll hear about Q2... well i believe theymos doing the best he could for the new forum , it could be june or july, but im pretty sure it will be in 2015
Theymos is not the developper of the new forum software , he hired other developpers and the budget is one million dollar . and No it won't be that late , Yes on 2015 but not that late . the Beta release will be very very soon probably this month , then the Final release shouldn't take long after the Beta since the Beta is only to find bugs and exploits etc ... so yeah .

Yes , they started with a budget of 350k $ and now it's about One million dollar . Theymos or another staff member told me last time (I can't find the thread to be honest) , also look here : https://bitcointalk.org/index.php?topic=921107.0 , the Staff member didn't deny it .

So this forum is currently holding rougly 5.5k bitcoins.
And they are spending rougly 4.4k bitcoins to make a new website?
That doesn't make sense to me.
I mean, what could they possibly do with that?
We will have to wait.
But since you have mentioned the "$1 000 000 forum" my hopes are extremely high.
