increasing the limit to 20 MB doesn't mean that the blocks will be full from day 1. The chain will grow bigger over time, not over night.
Every two-bit moocher wants to use the highly subsidized high security global messaging framework for their own whacked out needs. Lots of idiotic stuff is in the pipeline so there is a very good chance that 'Giga-bloachain' is exactly what we'll have and in probably not to long.
