many times I have seen the word "ukies" here, does it means ukrainians? seems like "from UK" 
Yes, with the same mildly negative connotation as some use "ruskies" about Russians.
But if the Brits continue to behave themselves like the do, the coverage of "ukies" can can always be expanded.
no no ruskies are serious when sober, ukies on the other hand...
