Very bad idea
Pos network need coins to stake to be secure
If you dont pay the stake, even if I keep my coins, why would I let them on hot wallet if there's no reward
So security of the network will tend to reach 0, you don't want that
Is it technically not possible to do something like this?

Block reward: Each hour 1000 ENRG will be sent out to wallets that have been online for the past hour. (if 10 wallets are online, every wallet will receive 100 ENRG)
ENRG supply year: 1000*24*365=8 760 000
