2014/03/12	Topic locks	A proposal to disable the ability to self-lock threads unless the user is added to a group allowing self-locking of threads.
2012/10/06	Clearly indicate that thread is locked, to help warn unsuspecting users	This would be a milder form of your proposal - warning users, rather than disabling the functionality.

Given the recency of the first thread, I would recommend continuing general discussion on self-locked topics in that thread.

Additionally, while not made explicit in your post, you may wish to post a thread in Bitcoin Forum > Economy > Trading Discussion > Scam Accusations.  However, a pre-existing scam-accusation against sam4aplex made 2 days ago exists within a generic thread.
