Correct. He wasn't going to. And he didn't the only one who scammed there was niann and tecshare who im sure have some $ with him for helping Niann.
Okay since actually taking out a loan = scamming, since he was trying to take out a loan = trying to scam.
You don't need to actually be successful in stealing to be a scammer.
