Possibly have some conflicting transactions.

Move your wallet out of your appdata/roaming/PayCon folder, delete everything in the folder except the PayCon.conf file and resync the Blockchain from the start with an empty wallet. Once you are fully synced, close your PayCon-qt client and move your wallet.dat containing your balance back into your PayCon folder.

You should probably remove the picture of your balance just to be safe since the issue is resolved, I removed it from my quote of your post.
