Sometimes he's busy -- whether that means busy working, busy holidaying, whatever.  FC is known for it.  A delay in transferring shares is quite common (I'm amazed he does share transfers at all -- he should have switched to e.g. colored coins by now).  This does not make him a scammer FFS.
