Rates on VirWox is just extremely ridiculous, they are totally rip off and I am paying their shitty rates.
It might not help much at the moment, since you want to use PayPal, but in the future you can try using Payza (https://www.payza.com) instead; they allow you to add or withdraw funds directly via Bitcoin, and the fees aren't that bad (https://www.payza.com/fees).
Other than that, with PayPal involved, finding someone to trade with is going to be difficult, and the rates are likely not going to be good - but don't forget to ask for escrow anyway.
