Or it could be 0 and 4 (in binary) which could be the order or a number of the code or hex.


I have omitted this part since it will be clear only after we get the next image. If it is 200, it will be surely the order in which it should be read. (The site says location 2 not location 3, so I think the clues are given in random order)

If only 0s and 1s are there, then of course, it should be binary.
