The last one is an idea, but you will need a way to supply cooling fluid, so again that will not completely work.  So why try to cool something that is cooling something?  peltier systems will not work as one side of the unit must be cooled off.  peltier systems are heat pumps, not cooling systems. 

And it really depends on how many miners. C1's are really for a place that have ample supply of chilled water, say from an HVAC system or can piggy back on a boiler condensation system.  They work as home miners too, but in that application, the blowing is just transfered to a different part of the house.  in other words, you either blow air where the miner is located, or you blow air somewhere else.  either way your blowing.
