Because setting up a facility to run 10MW of mining gear is relatively difficult and pricey, but not outside the realm of a well funded venture. Building a PV facility that can handle the 240MWh of energy you'd require every day to run 10MW of gear would be a multi-year project with massive capital outlays. If you've got a couple hundred million bucks laying around though, you might want to look into it.
