It is possible that the java home directory is not in your path.
win7 64bit
java is here C:\Program Files (x86)\Java\
I am guessing the JAVA_HOME variable is not set.
If you open up command.exe and type "java -version", what do you see?
java version "1.8.0_40"
Java(TM) SE Runtime Environment (build 1.8.0_40-b25)
Java HotSpot(TM) Client VM (build 25.40-b25, mixed mode, sharing)
