Yes offcourse if you are hero or above member here, and your reporting percentage is good then you have a chance to become a mod here.
There is no certain rank for becoming a mod. Persons can moderate are fit to be a moderator regardless of their rank but Newbie usually isn't a good idea because of the time limit IMHO.
At the end it is
also a question of rank, because a newbie doesn't know all the forum yet and he may be in difficult to moderate it (that's obvious). People like full member and above have a high chance respect the other low ranks (this is only a personal opinion).
