It's a card that you can buy at CVS, Rite-Aid, 7-11... The value can be applied to a paypal account, but there are restrictions.

So is it like a physical card owned by a person like a credit/debit card? How can one load it with cash then?

It's not like a credit or debit card. It's a code you enter into your PayPal account to redeem the funds.
So you buy the card (where the only thing that matters is the code) with cash or CC and redeem the funds into your PayPal account.
