I have never used bitcoin.de (is it a sort of exchange?) a marketplace but usually it puts "automatically" the correct fee (or the seller should put the fee?).

Perhaps you are using Tor or an IP that has been blacklisted by them. Try using btc.blockr.io and search the TXID from there.
i dont use tor or anything
and i dont know why my ip would be blacklisted
