So what if someone wins by betting BTC1 once at 98%? I don't see the problem. You can always beat him by betting BTC1.00000001 or multiple bets with smaller amounts.
The reward has a purpose, rewards activity (betting).

What's the use of BTC0.01-BTC0.1 reward if you won or lost say BTC5, BTC10 or BTC20? In either way, you wouldn't care about that at all (so the reward has no purpose).
