I'm glad to hear the reason behind asking; with respect to that, you're correct, this campaign isn't suited to your purpose. I just wish you'd done it in PM. You see, this has been a shadow problem for months and the only thing that has effectively kept it under control as far as I can tell, has been secrecy. I know you couldn't have known this, and I don't blame you. I can understand your philosophy on rules - and it's a fair one worth respect - and yes, we'll just have to disagree and I'm fine with that. I also don't think that this situation
necessarily will negatively impact the campaign - and I really do hope this is the case. Still, I have to be proactive; the Spam War can never truly be won, and it's posts like my previous that help establish where I stand on things and what people can expect. If I don't rattle the sabers, people think I'm getting lazy. An ounce of prevention, etc.
I don't think an immediate action is required. I catch a lot of the cheaters, and I also turn up false positives. I've hit cases where people claimed to be sharing wallets - and even though their stories sound great, they are also impossible to distinguish from fraud. Exceptions breed exceptions, and it is unfortunate I may have to exclude otherwise eligible people. The alternative, however, is worse. Forcing [redacted] on would-be cheaters is at least a small barrier to entry, even without secrecy, one that is arguably high enough (and arguably not).
Ultimately, it comes down to actual activity. It's possible I've already weeded out most of the no-goods and word has gotten out that I'm not worth the trouble. Either way, it's worth re-evaluating the campaign; after all, it's been running for almost a year. Heck, the admins might tell me that it's worth the cost even with a percentage of cheating. They might tell me the thing is a money sieve and they're glad to be rid of it. They might say nothing; they do that sometimes.
