It was rejected yes, quite possibly because it would have been very difficult to implement it into Darkcoin even though it offers superior anonymity, and he was already using coinjoin, so he decided to just stick with it.
Ring signatures are going to be implemented in V2. I will begin development immediately after I opensource V1.
