Not all campaign manager has fund in their possesion although most campaign manager act as an escrow for the campaign aswell but for this case, I think Dabs will be acting as the escrow for this signature campaign which you can find on his posts
It would probably be a good idea to offer escrow as you are very new here and it would not be advisable for people to join without any kind of guarantee of receipt of payment.
