How is it a racist question? If i ask do you see a lot of chinese there, does it become a racist question?
Of course it's racist if you refuse to go to a country because of its ethnic distribution. You're clearly asking because you don't want to be close to a particular race.
If you asked for curiosity or general culture/knowledge then it would be fine of course.
