This is without a doubt the Halcyon, Positron, Neutron, Electron, etc developer. The guy can't copy-paste to save his own life. He just creates fail after fail and pumps the coins with roadmaps only.
He released the road map yesterday. Your argument is invalid.
And he was online this morning. Doesn't make sense to get online if you are dumping a project. Even if this is a P & D coin intentionally created by the dev, all he has to do is release MN and he would make a killing. Easily 0.02 BTC a piece. At that price he would be a fool to dump the coin.
