This would actually create spam, cause that low rate, some member are trend to spam craps.
In addition to that, they dont post excluded threads on which post will not count and requirement for post to be counted

the max amount of posts per day is 20, this should be low enough to prevent spam but just to be sure, OP should ban posts fro off topic and games and rounds but it seems he is doing automatic payouts with a bot so i don't think he can limit specific boards
