SEO bomb Cantor/Fraser/9-11 scam and you may get somewhere. Start typing cantor fitzgerald into google, it tries to autofill 9/11 and their relief fund is a top result, they won't be happy with a whiff of fraud and it's the only way to get results besides waiting for the government (which probably won't be able to get much money back to users.)
