In some variants of the flat Earth theory Antarctica is a ring that surrounds the continents. Beyond the Antarctic circle is said to be other
"plane-ets", an infinite number of them.

Why do governments who can't publicly agree on anything all manage to work together to make sure that your average Joe curiosity seeker and armature scientist doesn't start wondering around unescorted?

Antarctica is important because it has land. We would use the Arctic, if there was land under the ice. What will we use it for?
The Van Allen radiation belts are filled with strong radiation. It is so strong that it easily kills any life that goes near it. That's the reason the United States had to fake all the Apollo moon stuff rather than sending men to the moon.
The Van Allen belts are concentrated away from the poles. Governments, especially the USA, are attempting (maybe they have done it) to really go into deep space through the "holes" in the Van Allen belts that exist at the poles. Antarctica land makes a solid base from which to launch.
