Can anybody confirm I'm taking it too far and having a bad day?

I'd like to report the website, dutyfree.io whose owner is selling cigarettes.
Up until recently the website has been serving it's purpose, however last week, when I tried to contact the owner about unprocessed order that was already payed, no response was given.
It seems that owner of the mentioned website discontinued to provide services advertised on her website and I'd like to report a possible scamming activity.
I've found that Cloudflare is providing network caching to the mentioned website so I'm asking you to consider discontinuing the service for www.dutyfree.io.
