Looks so. I am getting just 50 Goat as I stake. Damn I missed those 1K blocks. Block # 4047 as I write.
Actually, you will only get 25 and one of us Master Herders get 25.

Say if there are 20 herds, would the 25 GOAT per block be split among the herds? how does it work?

Only 1 HerdNode gets the reward per block. I did quite well. I set up my masternode last night and earned over 20,000 goats in less than a day. However, there are now 23 Herdnodes instead of the 13 there was last night and the reward is now 25 instead of 500. But it's still good.
