since this deposit is supposed to pay 0.0002BTC per hour, it will pay only every 3 hours in order to avoid TXID fees. This is clearly stated in the FAQ:
Q: How long do payments take? It's been an hour?
A: Investments that pay under 0.0005BTC per hour are stacked until this amount is due. If you are being paid 0.0001BTC per hour, you will be paid every 5 hours in order to avoid TX fees.
Note, to be paid hourly your investment must be at least 0.025BTC

You invested 0.0019BTC which equates to 0.000038BTC per hour. In order to reach the 0.0005BTC minimum it will take up to 16 hours in order to receive your first payout.

You are both incorrect, hunkey has been getting his payouts 0.0006-.0007 at a time as promised, here is one of the txids which adds up to 12 payments made so far:
