Yes it is, it is all planned before you even roll your dice . Its called seed hash which is revealed before you start rolling your dice, the seed hash will be for you to verify if indeed the number shown is the right number according to the seedhash.
If it is not then the house is cheating , if yes than you got a badluck .

P.S : If you think that the house is cheating, simply verify it to make sure.
