It's unlikely that it will happen in red countries(Russia, China, especially North Korea), it will always happen in free and democratic countries.
Define "free and democratic", as you have categorized the United States as "free" and Russia as "red". In the US, citizens are under constant surveillance. Their phone calls are tapped, their financial transactions are scanned, and even their emails are constantly checked by the state. If this is what you call as "free", then with all due respect I disagree with you.
I dunno about Chinese and North Korean attitudes, but it's very clear that Russia is not a place that welcomes gay folk.
'Democratic' countries at least put on a veneer of inclusiveness.
