Tipping in Russian chat, doesn't automatically remove the amount from your balance. To see your real balance you need to refresh and then you will see the amount you have after the tip. (So it is a visual bug)
It can possibly be an issue on your side(maybe your internet broke down after tipping and so the balance wasn't able to synchronize). Are you sure something similar has never happened to you while tipping in the main chat?
I was watching that several days, cant be my 40mb/sec issue here.
