I have more than 500 usd, but I can only send 215 at this time.
You can increase the outgoing limit of your PS account by pressing the button "increase the limits" in cashier. If your PS account is trusted by PS the limits will go up at once. 
I already did it. Now I can send up to 1000 usd in 24 hours.
