As they said before, it is a part of transaction system in their site to prevent bonus fraud.
If someone can complete the rollover and still have great balance, it is worth enough to deposit since the minimal deposit is only 1mbtc.

Panjul07 is right (thanks btw) , the deposit is required as part of fraud prevention but you don't have to bet the deposit once you have made it, you can cash it out directly if you don't want to play anymore.
