I've recently developed an issue with one of my habaneros. Currently, there's two sets of two. Each set of two is connected to a single rosewill lightning 1300 power supply. They're connected together through a dual PSU 24 pin adapter and connected to the host PC. Upon powering on the computer only one of the PSUs was turning on. I tried disconnecting it, testing a paperclip etc, and it still wouldn't turn on so I thought it was dead. It was swapped out with a Lepa 1200 watt power supply and the same thing happened.
I found out the one of the habaneros has some sort of short in it. When the PCIe power cable is plugged into the connector on the die 2 corner the connected power supply will not turn on. The board still recognizes in HFTools and is flashable so I tried disabling die 2 in hopes that connector only supplied power to that die. Attempting to run cgminer however, I get:

HFA : OP_USB_INIT failed! Operation status 20 (Regulator programming error)
I did some searching in this thread and found that the, "Regulator programming error" refers to not getting enough power. This should be obvious because one of the PCIe connectors is not plugged in, but when it is plugged in the board will not power on.
Anyone have any ideas on tracing the issue or a work around?
