It only decides the expected average time to find a block ... average over maybe a few thousand blocks.

Best share is a random statistic - it has no actual meaning to when you will find a block.It simply shows how close you were to finding a block.
Imagine someone says to you, if you give me $1 and you roll 9 sixes in a row I'll give you a million dollars.
You manage to astound everyone and roll 8 sixes in a row, but fail on the 9th roll.
Close - but - you get nothing
