IMO, Localbitcoins is the biggest Bitcoin exchange (in terms of volume) there. Both coins.ph and BuyBitcoin are relatively new, and most people are unheard about their services.
Well coins.ph is now gaining popularity due to massive advertising with PPC networks like Google adwords, facebook ads and probably in the future, public media such as radio and television. It might not be some time soon but it will come.
