So now what? The girls would have to start giving Policemen bribes for keeping their business running. For sure, then they will be not again be harassed by Police, in fact they can also apply for Police protection, so that they can get their competitors (again some kids) wiped out from lemonade business 
Lol.. sarcasm aside, you have to realize that the real problem is not the cops. Some elderly person is believed to have called in the cops, complaining about the unlicensed lemonade stand (which was a serious health hazard according to her) and the latter had no choice, but to follow the instructions. And how much they'll be able to pay in bribes, out of a total profit of $2 or $3?
