I think you misunderstood (unless I did). "Potential xxxx member" generally means that the account has posted in enough 2-week periods that, with enough posting, it will reach xxxx ranking. So its activity is not limited in the way that your account is.
i think he meant that he will cost him about 3+weeks to get the potential rank of the account he want to buy that is why he can only offer .25BTC for such account. i maybe wrong?
