I mean, I might be wrong, but I'm under the impression that Steam accounts (and most any other type of account really) are generally easy for the original user to retrieve if he were willing to do so: perhaps by claiming the account was hacked, or some such? In this scenario, the email provided might not be the original email account used to register on Steam, and even if it was, you'd still have other ways to prove ownership of the account after the sale, like through credit cards used / bank transfers / CD keys or codes used.
