Refferals commission is to high, more peolpe can use tor and ref yourself. For me is better downgrade the commission level and up the minimum rewards to almost 250 satoshi every 30 minutes

if not than i am gonna reduce ref commission and increase reward amount!!

He means that people could refer themselves using tor network and abuse the system for high commission rate. I doubt people would actually do that as there lots of work to do and would not be worth going through all the trouble.
