The real reason America is exceptional is, God is holding her in such a way. There are two other reason, one good and the other as good as it could be. The good one first.

America is exceptional because her government is set up in freedom for the individual. The 9th Amendment allows the individual to bypass government in any way that does not harm a person or damage his property. If government wants to interpret the 9th Amendment in ways that eliminate freedom from the people to do anything that they want (like smoking pot), then the 7th Amendment can be used by the people to back up the 9th Amendment. The 7th Amendment from https://en.wikipedia.org/wiki/Seventh_Amendment_to_the_United_States_Constitution:This means that if a person invokes the 7th Amendment right to jury trial under common law, the jury can judge even the law to be illegal, thereby bypassing virtually any law right down to the Constitution itself.

The greater effect of this is that the whole United States Government can be overturned and overruled by a jury if done properly. It also means that all State laws and corporations can be overcome by a single person in court, as long as the person has not harmed anyone or damaged his property.

America is exceptional because of her people. Her people originally (back in the late 1700s and early to mid 1800s) did not use their rights memorialized in the above two amendments to overcome the U.S. and State governments, because they wanted to make sure that the government of the U.S. became strong. After the Civil War, the people gradually forgot how to use their rights memorialized in the above two amendments, thereby making America as though it were a Napoleonic Code nation rather than a common law (7th Amendment) nation... right up to today.

The amazing thing is that the forgetfulness of the people has allowed America to become a police state, even though the rights of the people to prevail over injustices and inequities of government remain.
